What 134 Government Buildings Teach About Measuring Energy

The Western Cape's 15th Property Efficiency Report covers 134 buildings. Three lessons for facilities managers on remote metering, energy costs and benchmarks.

We've just picked up the Western Cape Government's latest Property Efficiency Report at the GBCSA (Green Building Council South Africa) conference. It's the 15th edition, the 2025/26 report, it covers 134 facilities across offices, hospitals, clinics and schools, and it's one of the more honest documents of its kind.

We're not going to claim any of their results. They're theirs. But three things in it are worth a facilities manager's time, because they apply to any estate, public or private.

Key takeaways

  • Measured sites are easier to run: 68% of the department's energy data now comes from remote meters, and its directly managed buildings use about 31% less energy per square metre than the leased buildings it doesn't control (89 vs 129 kWh/m² a year).

  • Efficiency and cost are different questions: office energy use fell from 102 to 99 kWh/m², while occupancy cost rose from R2,556 to R3,488 per m², largely due to reporting changes and catch-up maintenance.

  • A number needs a benchmark: the department's best non-CBD offices use 78 kWh/m² a year, against a private sector benchmark of 151.

Do measured buildings use less energy?

According to the report, 68% of the department's energy data now comes from remote meters. Its owned buildings, the ones it manages directly, use 89 kWh per square metre a year. The leased buildings it doesn't control use 129. That's a gap of about 31%, and the report puts it down to the return on direct management.

It doesn't say remote metering caused the gap, and we won't either. But it's a pattern worth noticing. Where you can see a building and adjust it, you can improve it. Where you can't, you're living with someone else's decisions. We've written more about why large sites end up flying blind.

Why energy efficiency and cost are different questions

Energy use across the office portfolio fell from 102 to 99 kWh per square metre. Occupancy cost per square metre went from R2,556 to R3,488. Read quickly, that looks like efficiency that never reached the bill.

It's not that simple, and the report says so. It ties the rise to a change in how maintenance is reported, now shown separately at R705 per square metre, and to catch-up work on façades, HVAC and fire safety. It also warns that these figures shouldn't be read solely as indicators of performance.

The lesson is a useful one. A single headline number hides what's behind it, and if that's the only figure you send upward, someone will read it wrong. Energy, in rands, broken down by appliance, is a much harder thing to misread.

Why every energy number needs a benchmark

The department's best non-CBD offices use 78 kWh per square metre a year. The private sector benchmark the report uses is 151. That's nearly 50% lower, and it's the only reason the figure means anything.

Without the comparison, 78 is just a number. Most estates don't have a benchmark. They have an electricity bill and a hunch.

Benchmarks have limits, of course. Buildings differ, and the report itself says to read its numbers in their operational context. But a flawed comparison still beats none, and the real value is the habit. Same measures, every year, published.

What this looks like on your estate

You don't need 134 buildings or a provincial department. You need to know what each major appliance on your site is drawing, what it's costing, and whether the rules you've set are working.

Gecko Switch measures energy and temperature appliance by appliance, across geysers, lights and air con, from the DB board. Gecko Hub brings every connected device onto one dashboard in real time. You set the timers, temperature limits and load thresholds, change them remotely, and report on what actually happened, in numbers you can take upward.

That's the groundwork. The comparisons come once you have the data.

Frequently asked questions

What is the Western Cape Property Efficiency Report?

It is an annual report by the Western Cape Government Department of Infrastructure on the energy use and running costs of its property portfolio. The 2025/26 report is the 15th edition and covers 134 facilities, including offices, hospitals, clinics and schools.

How much energy do Western Cape Government offices use?

Office energy use fell from 102 to 99 kWh per square metre a year. Directly managed buildings use 89 kWh/m², leased buildings 129 kWh/m², and the best non-CBD offices 78 kWh/m², against a private sector benchmark of 151 kWh/m².

Why measure energy at appliance level?

A whole-site meter reading or a single cost-per-square-metre figure hides what is driving it. Appliance-level measurement shows which geysers, air con units or lighting circuits are using energy and what they cost, so the right rules can be set and their results reported.

What do Gecko Switch and Gecko Hub do?

Gecko Switch is Dark Line's load management device. It measures energy and temperature appliance by appliance from the DB board. Gecko Hub is the dashboard over it, where operators set timers, temperature limits and load thresholds remotely and report on the results.
